too big to fail = too big to exist. in old times, our govt protect its citizens from monopolies (which are illegal in the U.S.) routinely break the companies that became too big. Examples of this can be seen in the breakup of Standard Oil and AT & T. Things like that happened all the time – but not since Reagan and the deification of the company in the United States.
