Why the writers give a catch 22 for nonprofit organizations?

I was told that the grant writers Code of Ethics not allowed not to write grants to committee. Grant writers are not there for the benefit of nonprofit organizations, as well as yourself same? The Most grants will not allow include the cost of a grant writer. The grants are not there to enjoy the benefits right? The world is full of successful people who work in committee. I know I'm one of them, I'm in real estate, mortgage and financial services. I wonder about fees of successful grant writers when they need money up front. I am sure that many successful grant writers there, so if someone know the answer to this Catch 22 for nonprofit organizations that need funding to pay Grant Writer PLEASE HELP!
