ABSTRACT
One of the most important factors to consider in planning all sports program provides. Despite its important enough attention is not allowed in our community. The pair of neglect many other factors that have contributed greatly to the failure or lack of provision and development of sports facilities in our two communities rural and urban areas. Other factors like the economic situation in Nigeria, religion, land tenure, political, geographical location and climate, socio-cultural level of health awareness of people and the influence of lobbyists and facilities were discussed, suggestions were made for the development of facilities sports and attention to the handling of suggestions have been given.

Introduction
The reference test in all sports development is the availability of adequate facilities (indoor and outdoor) use when needed. Ideally, there should be sufficient facilities and outdoor covered in our two communities and schools; Obviously this is not the case in Nigeria. The question now arises, how can we provide sports facilities in our communities?
For First, we must not forget that our organizations university, volunteers, clubs, industries, businesses and companies operating are all within the community. For example, our educational institutions are officials government and aim to achieve the company hoping to meet and satisfy the community needs and interests. Sports have a culture that is related with corporate culture, therefore, is an integration of culture.
In the development of sports programs for a particular population, community must be the true purpose of the decision. Planning for this program must reflect the needs and interests of the online community in order to have facilities for the program. Development of sports facilities can only take place after an overview of sports policy and programs have been made. Therefore, value to first consider the problems facing the development of sports facilities in urban and rural Nigeria
PROBLEM AREAS
Economic situation
The current economic situation in Nigeria has contributed significantly to problems of today and of each community. The main task now is to get enough money for bridging the gap between the quantity and quality of sports facilities and financial support. Economy a community has a great impact on the quantity and quality of sports facilities and can afford to develop. Economically disadvantaged community may be difficult to provide and maintain facilities and sports equipment. In an economic community facilities viable sports enjoy a high income source, if the community is aware of the sport.
Religion
Religion can affect the interests of a community sport and this eventually be reflected in the provision and development of sports facilities in this community. Some religious groups frown on certain activities such as ballroom dancing and swimming. Is frowned upon by the use participation in the exhibition of pieces of clothing too sacred especially women. From the sports facilities must be supported and development facilities, community facilities as the bulk of the population is not interested is a waste.
Tenure
The system of land tenure in Nigeria, especially in the south also creates many problems not only for agricultural production, but also development of sports facilities. The impact is greater in urban communities where there is no proper planning and effective. Owners to sell their land regardless both playgrounds or recreation. All they want is money and pay little attention to consumer welfare. The worst thing that happens in the spaces available are used to build the home or in the stores by members of the family (clan) that it owns.
Policy
The policy has a role to play in the development of sport in general. This is particularly true in the civil system. The interest and the priority of a political party can determine the progress of the program and sports facilities for them. The politicians who are deeply interested in the sport certainly interested in developing sports facilities. However, politically motivated programs for the development of sports facilities may experience a turning point in the political, if the other part of the diet is not interested in that program.
Tion geography and considerations Climate
The geographic location and climate of a community may be factors that influence the development of sports facilities. An area with many rivers (Reverin area) and plenty of water can expect the development of facilities for water sports because of its natural wealth.

Thus, social class (Status), race, nationality, wealth, educational level, age and sex of the residents should consider before planning sports facilities. It can be very difficult to develop sports facilities in an area of low socio-economic, especially in the center of the city due to financial constraints and other factors the availability of land, the preservation and maintenance of these facilities for continuity. The attitude of people in the athletic program is one factor that may influence the development of facilities sports. A community may be interested in the sports program, but is unwilling or unable to spend much on that if the sport is not their priority. In an area with low socio-economic many people may not be able or willing to contribute financially to the development of sports facilities
Health Awareness:
The level of awareness about the health of individuals in a community can decide to accept the port of the program and the desire to develop sports facilities. In the U.S., many People are now running the program of exercises to keep fit and healthy. A community that values the health of its people would not mind the cost of facility development sports. If a community is aware of the relationship between physical fitness and good health, with little concern would be given to the development of sports facilities.
Pressure Group:
The influence of pressure groups in a community can be used to develop sports facilities because they are forces to be reckoned in society.
All the factors described above can help or spoil any attempt to develop sports facilities the entire community if not taken properly into account.
The way forward
How can we develop sports facilities our community?
The sports facilities can be developed by different organizations in the community if the goals and objectives are well understood.
An individual in a community can participate in the development of sports facilities. A philanthropist, in particular, sports fan can make a decision to reflect his love for the sport. Notable examples are the late Chief Adedoyin Ogundoyin who built a stadium and the contribution of organized and sponsored by a club in his hometown Raheem Adejumo, President of the Nigeria Olympic Committee (NOC), also in facilities Sport for Development and the Chief MKO Abiola was a good example. Chief MKO Abiola enthusiasm and love for the sport, his contribution to sport has earned him the title of "Pillar of Sports in Africa." People as they build or contribute encourages the construction of the standard installation.
In a situation where the development of sports facilities is too expensive for one person, a joint effort may be required. In this case, many sports fans who have the means (capital) and are willing to sponsor programs or all can come together to develop sports facilities. Likewise, philanthropists and individuals or the community can decide to stand and join efforts to develop sports facilities. clubs recreation are good examples. However, it should be properly coordinated by the government.
Each individual in the community still looks back to the government do everything for them, especially things that are intended for public consumption. Unfortunately, the government can not do everything, but in a situation where you can set a good example for its citizens to follow, may be moving in the right direction. The most important thing a government to play its role and encourage people in the community to help. Our government must implement and maintain proper planning of our cities including rural areas and known for being an example, providing a model plant sports at least for each community.
A situation where the government has sports facilities (eg, sports stadium and commercial), it is necessary for the maintenance and support. Maintenance costs may force the government documentary style to these facilities and if we are not careful the bill may be too much for the public have, finally, the public can discourage and facilities may be subject to maximum use. Local government can assist in the creation of parks and recreation center but where the cost of rental would be done, should be very short.
As part of the promotion of sports, clubs and societies in different categories may be useful in the development of sports facilities. A club may decide to build its own sports center (s) your contribution to the development of sport. What is happening in Nigeria, with the recognition given to professionalism in sports. The only problem with this type of contribution is that these facilities can never be open to use public, but restricted to members.
In the same vain there are other institutions such as companies, industries and businesses that can greatly assist in the development sports facilities. employee health should be the concern of any company that wants maximum production workers. Many business and government are aware the importance of fitness and health programs for their employees.
However, there are guidelines for using sports facilities provided by these institutions. Specific guidelines such as hours of operation of institutions, a set of written and operational and training objectives for participants and so may reduce the accessibility of these facilities to the public. In Nigeria, we have many companies and corporations to establish and fund sports clubs are making their mark on the national and international competitions. Tax relief can be given to businesses or industries in the amount spent on sports facilities.
Besides the establishment of sports clubs, which these entities participate in the promotion of recreation programs. Many clubs have the staff or clinic staff recreation. While sports facilities can not be open to the public, the fact remains that contribute to the development of sports facilities in their communities. All the to be done is for the government to establish a working alliance between them and their communities.
A joint industry and government sports in no small help in the development of sports facilities in our communities. A joint program, it will be more viable and less of a burden on the community to maintain. This type of risk can be in parks or recreation centers. Local government can find a co-sponsor (s) to build sports facilities.
It can be a joint program (s) between community and government to develop sports facilities. Many can be taken from vie''de better for rural women ", which is expected to community to show its interest in establishing or participating in a project before local, state or country could come and help. If a collective effort by a special mechanism established but incomplete, the community may request help from the government and even individuals.
A community may have an attractive lunch fund for development sports facilities. In such a situation, objectives and plan specific type of sports facilities in the community intends to develop will be clearly defined. This mean that many individuals, companies, corporations, associations, governments and national and international organizations as sponsors.
As mentioned above, the facilities available in our communities are limited and few and even most of them are not open to the public in general, but for specific groups people because they are privately owned. Therefore, both school sports and community facilities should be provided and used to supplement and complement each another to meet the needs of students and the community. This requires that the government should have more passive interest in the development of sports facilities schools. It should also be an opportunity for reciprocity between schools and the community to use the facilities. This will encourage and support cooperation between school and community where it exists.
Students and staff of our educational institutions should be encouraged to participate in sports or be like a domestic program. There have been cases where the former promoter of a single hand of the major projects in schools. If the elders of the different schools are encouraged, can help in this regard.
If schools show sufficient commitment, it will raise awareness among individual members of the community to know that sports activities are not for school teams or club but all members of the community. This awareness can stimulate this community in the development of sports facilities in the community and academic institutions, either through individual efforts or community effort or both.
A community can go beyond the immediate local support. Assistance may be requested from the agencies national and international sponsorship and sponsorship to develop sports facilities.
Existing sports facilities in our communities can be developed, maintained and extended by all the bodies mentioned in these communities. Local materials can be adapted or used sports equipment improvising to reduce costs. Therefore, weather urban or rural adaptation should be adopted.
The government should get involved in marketing and extensive publicity to raise awareness public on the importance of participation in sports and the opportunities it can bring to a community. This can be done by the media, posters, seminars and clinics for junior and senior staff of various works of life and the general public to local governments, state and federal.
Community based sporting competitions inside and outside the localities to be held frequently to reflect the usefulness of these facilities for different ages, gender, institutions and clubs to be sponsored by different agencies. This competition must be intra-and extra space.
There must be an organization in our community sports programs of different communities. community service organization programs to be used by the government for the development of sports facilities. For example, the Boy Scouts, a club philanthropies, charities, religious and social groups that are voluntary association can be appealed and encouraged to assist in the development of facilities sports. However, if the associations of religion could lead to a distinction be made between religion and interest about sports.
All of these suggestions work, provided that precautions are taken:
The local climate and geographic community situation should be duly taken into account when developing sports facilities. This can help develop the physical facilities in the community.
There must be adequate provision of experts, including coaches, trainers and other technical staff to make the best use of facilities and equipment available for the public to see and appreciate the benefits derived from them and the importance have in the community. Willing community members can be trained as coaches or officials to help manage recreation and train other community members.
Should focus on the formation and maintenance of the culture of maintenance. The facilities must be maintained and updated by all stakeholders.
Due to the prevalence PF social vices in our society, appropriate measures should be taken to monitor the safety and security of facilities and equipment easy removal.
local talent should be recognized and exploited in the community and used for individual and social progress.
