what are the requirements to obtain the tax rebate on a condo in NY?

My real estate agency showed us on the contract a letter showing the request to obtain a tax rebate. They still don’t know if or when they will get it. The condo is brand new.
Our Lawyer said to be careful because sometimes they use the tax rebate as an excuse to push the sales.
The price of tax on our 1 bedroom apt would be (with no tax rebate) $450 a month.

I looked on google earth to get an idea of what was there before the condo and it shows an old warehouse with a parking lot.
No idea tho when google earth’s images have been updated.
