Is it legal for estate agents to pay commission to a person who is not an estate agent in Australia?

I introduced an overseas buyer to purchase real estate in Australia and requested a remission rate of the agent. The estate agent and the buyer said it is illegal in Australia for a estate agent to pay a fee to a person who is not a Realtor. Is it true? I checked with several other real estate agents and told me to pay people who are not real agents of the agency referral fees if successful buyers in purchasing properties.
