What causes fluctuations of the dollar against other currencies?

I am under the impression that the strength of the U.S. economy is probably a factor, but U.S. economic indicators were strong enough in recent years (apart from some issues like the housing market falling and the credit crisis that seem purely American) and the dollar is falling further behind other currencies. Someone told me that because oil is traded in international markets based on the dollar, rising oil prices has driven down the dollar. But I think most international markets have gone to the negotiation based on the euro, even if this were the case, you have to do with the dollar. I also think it is very possible that traders, who are individuals, The dollar may also reduce the fight against the world, America is a widespread feeling across. I appreciate all the comments about it!

Rates interest also manipulated to help control the flow of cash to invest, but the current decline is largely speculation (faith?) during a period election.
