why I received a bill from the council tax?

received a bill for property taxes (from Jan to Jun, 2009) is $ 1,136.65 but I pay the portion of property tax with my mortgage each month. I pay $ 1,217.31 which is $ 948.78 (principal and interest) + $ 189.45 (For the city / town fee). I do not understand why they charged me for property tax since I'm paying my monthly mortgage payment. I'm new to Newport, VA Are there taxes I pay more? or they are just billing and I can ignore … This is my first home and I'm not sure what to do. very worried about my situation since money is very tight now. Give me some advice. Thank you
