Why did McCain propose a solution to the mortgage crisis that was written into the bailout all ready?

Did he neglect to read the 301 page bill while he was suspending his campaign?

P.S. That proposal that wasn’t Bush’s or Obama’s idea was endorsed by Obama two weeks ago.
