If someone purchased a tax certificate on my property, can it be canceled if i file for bankruptcy (chp. 13)?

I’m on worker comp. (almost 6 mos. now) and I’m drowning in debt. Have struggled to pay mortgage and today to find out someone has a tax certificate on my home (found out when some guy drove by in a black truck with a car magnet (property appraiser). The magnet was upside down. He asked my 19 yr. old daughter if it was ok to take a pic of the house. She declined by saying she was not the owner of the house. She then told him I had already seen him in the truck taking pictures of my house. No county property appraiser takes pics of a house. I’m so worried. Also mortgage company confirmed my house is not under foreclosure right now, so I don’t believe that it was them who sent this guy.
