What is the best way to action and buy a house in foreclosure?

My wife and I live in southern California and have been rented for 6 years. Our twin daughters are graduating from college this year and my wife finally got a settlement of a car accident that is. In our region, most newer homes are out of our price range, but we need to cancel a tax for the tax year the IRS is coming. We have heard that you can go to court and minimum bid of foreclosed homes. If anyone knows how the process works and how best to lay the groundwork for buy a house – would be greatly appreciated!
