Preventing the exclusion of a rental property in Las Vegas. The association owns the house and not let me rent.?

I have a home in Las Vegas I have as a rental property. I live in New York, where he rented an apartment. The property was purchased with the intent to rent. After buy the house, I realized that you can not rent the property without Council approval. My arm was in place last year, my payments have increased and now that my tenant latest are driven by the dismissal, the Board tells me I have to go on a waiting list to be approved to rent my property again!. My house is now vacant. I lost a lot of money. I want to avoid foreclosure. Is it possible that the direction of the association owns the house can be forced to let me rent if they I can lock? Are there laws that can help prevent blockage by allowing me to rent the property? Please Please help!
